Oracle(Acmepacket) SBC's packet fragmentation

Only signaling packets are re-assembled on Signaling Processor(SP). For the packets to reach SP, they should go through a pipe. Normally, SBC has two pipes between 'Signaling Processor' and 'Traffic Manager'.
One pipe is for trusted packets, another is for untrusted packets.

SBC considers fragmented packets UNTRUSTED.
On default configuration, all the fragmented packets are sent through 'untrusted pipe'. an untrusted pipe could be divided into two pipe by 'fragment-msg-bandwidth' configuration. 'fragment-msg-bandwidth' assigns a bandwidth only for fragment signal packets.

SBC does not re-assemble RTP fragments. the RTP fragment packets are sent through TM.
